Early Life and Education

Hailing from Nindana village in the Rohtak district of East Punjab, Manohar Lal Khattar was born into a Punjabi Hindu family. His father, Harbans Lal Khattar, migrated from the Jhang district of West Punjab after the Partition of India in 1947, settling initially in the Banyani village of Rohtak district. Khattar completed his matriculation from Pandit Neki Ram Sharma Government College, Rohtak, before pursuing his bachelor’s degree from the University of Delhi.

Political Journey

Khattar’s political journey began in 1977 when he joined the RSS, eventually becoming a full-time pracharak in 1980. After dedicating 14 years to RSS, he transitioned to the BJP in 1994. His organizational skills and commitment led him to hold various significant positions within the party, including the role of Organizational General Secretary of the BJP in Haryana from 2000 to 2014.

In the 2014 Haryana Legislative Assembly elections, Khattar was nominated as the BJP’s candidate from the Karnal constituency, facing some opposition from local party workers. However, propelled by the Modi wave, he secured a landslide victory. Subsequently, he was appointed as the Chief Minister of Haryana, marking a historic moment as the BJP gained a majority in the state for the first time.

Khattar’s tenure saw several achievements, including police reforms, e-governance initiatives, and a focus on women’s empowerment. However, controversies surrounding his statements on rape and women’s issues have also drawn criticism.

Police Reforms: Khattar introduced measures such as establishing all-woman police stations in each district, recruitment of woman constables, and implementing a transparent recruitment policy for the police force. Additionally, he advocated for the inclusion of yoga in police constables’ training programs.
  2. E-Governance: Under his leadership, Haryana embraced e-services through Common Service Centres, facilitating easier access to government services. The introduction of a biometric attendance system in government offices aimed to enhance transparency and accountability.
  3. Indian Reunification: Khattar championed the cause of Indian reunification, opposing the partition of India and drawing parallels with the reunification of East and West Germany.
  4. Women’s Empowerment: His government actively implemented schemes like Beti Bachao, Beti Padhao Yojana, leading to an improvement in the child gender ratio in Haryana. Efforts were made to further enhance gender equality in the state.
  5. Construction of Memorial: Khattar pledged to build a memorial honoring the sacrifice of Garud Commando Gursewak Singh, who lost his life in a terrorist attack in Pathankot.


Despite his accomplishments, Khattar has faced criticism for controversial remarks on rape and women’s issues. His statements during election campaigns and public addresses have sparked outrage and condemnation from opposition parties and civil society.
